USeP College Education Behind Bars

The College Education Behind Bars or CEBB program, provides college education to persons deprived of liberty or PDLs, making it the first of its kind in Asia. Aligned with Ambisyon 2040 and the Davao Regional Development Plan, CEBB aims to transform PDLs into productive, socially responsible members of society. The program enhances marketable skills, offers rehabilitation, and supports reintegration through vocational training and livelihood programs. Since its pilot in 2016, CEBB has expanded to Davao City Jail and Davao Prison Penal Farm. By 2030, CEBB aims for national adoption, offering a model of criminal justice reform and community transformation.
